In lore I think terminators are about a foot taller than Primaris, and Primaris are about a foot taller than the average firstborn Marine. This is pretty weird considering that Terminator armour can be made for Marines who are almost the size of Primarchs, like Tyberos. One a small scale, it can be done. But it takes a stupidly long time to make anything in 40k. Mass producing a new size of armour that complex is beyond them now.
