Happening to me once in awhile. No controller plugged in, just straight mouse and keyboard. I can switch characters and the hotbars show up, but not on the bugged one (which is Lae'zel this time, but not sure it's always her). This happened to me tonight. Sorcerer with the Eldritch Blast cantrip. Eldritch Blast had disappeared from my hotbar and also my spellbook but it was there if I went into the Cantrips section of the hotbar.
